California State Lottery Guidelines for Access to Public Records

Any public record maintained by the California State Lottery is available for inspection by any member of the public in accordance with these guidelines.

Making a Request
Requests may be made orally or in writing; in person, by mail, or over the telephone.  It is also possible to make a request via e-mail [please use this email address for inquiries; PRACoordinator@calottery.com. When making a request please include the name of the requesting party and all contact information.

No specific form is required to request records. The request should contain a reasonably specific and focused description of the desired information.  Where the request is not sufficiently specific, the Lottery will assist the requesting party to describe the information he or she wants in order to facilitate the search for records.

Lottery’s Response:
Within 10 days of receiving the request, the Lottery will notify the requesting party whether documents will be produced and estimate when the records will be made available.  In some cases, the Lottery may extend the 10 day time limit an additional 10 work days.  If the Lottery finds that the requested records are exempt from disclosure, the Lottery will explain why the exemption applies.

Certain records that contain confidential information about Lottery players, prize winners, retailers and personnel are often withheld from inspection because of the privacy interests of those individuals and the confidentiality laws.  The Lottery also exempts from disclosure records of ongoing investigations and records that are privileged.  If only part of a record is confidential, the non-confidential portion will be provided with the confidential information blacked-out.

Duplication Cost:
The requesting party may inspect the records produced at no cost any time during regular office hours.  The Public Records Act Coordinator will arrange an appointment for the inspection.  If the requesting party wants copies of the records, the copying fee is $.10 per page.  Other charges depend on whether the requesting party is seeking material that is stored electronically.  An estimate of charges will be provided to the requesting party in advance.
